Cats don’t blink as often as humans do. This is good for their hunting skills.
Other than this, when you catch your cat staring at you, this just means that your cat is giving you a look of love. You as the main provider of cat food, your cat is just checking you out trying to read you. Your body language will tell your cat if you are calm or not.
So the next time your cat stares at you, you do not have to think that that look is creepy. And yes, it is okay to stare back. It affirms their bond to you.
